In a major boost to his 2026 parliamentary bid, Hon. Emmanuel Wepukhulu Biara, a prominent development advocate and Member of Parliament aspirant for Bulambuli Constituency, is set to host the former Vice President of Uganda, H.E. Prof. Gilbert Bukenya, in Bulambuli District on Thursday, June 12, 2025.
The anticipated visit, which has stirred excitement across the constituency and Eastern Uganda, will mark a significant political and developmental moment for the people of Bulambuli. According to Biara’s campaign team, the event will be held under the theme "Vibrant Leadership for a Transformed Bulambuli" and is expected to attract thousands of residents, leaders, businesspersons, youth, and NRM supporters from across the district and beyond.
Prof. Bukenya, a respected academic, medical doctor, and former Vice President (2003–2011) under President Yoweri Museveni, is known for championing prosperity-for-all initiatives and advocating for grassroots empowerment, particularly in agriculture and health. His presence is widely interpreted as an endorsement of Biara’s practical and people-centered approach to leadership.

The June 12 event will also provide a platform for Biara to publicly unveil his 2026–2031 Campaign Manifesto, which focuses on 13 core priorities, including education, healthcare, road infrastructure, agriculture, youth and women empowerment, and climate action. Already known for his philanthropy through the Biara Foundation, which has constructed temporary bridges, repaired boreholes, distributed over 500,000 tree seedlings, and supports over two dozen students, Biara is viewed by many as a man of action.
He has pledged a “hands-on, consultative and transparent” leadership model that resonates deeply with the aspirations of a constituency that has for long yearned for change.

Meanwhile, in a bold and spirited event marked by unity and purpose, Hon. Emmanuel Wepukhulu Biara, the Chief Executive Officer of Biara Foundation and a renowned environmentalist and development advocate, officially launched his 2026–2031 parliamentary manifesto, declaring his bid to represent Bulambuli Constituency in the 12th Parliament of Uganda. With the theme “For Vibrant, Transparent, and Transformational Leadership in Bulambuli,” the launch drew hundreds of supporters, community leaders, youth groups, religious leaders, and opinion shapers from across the district. The event took place in Buyaga Town Council, where Biara currently resides, and was hailed as one of the most comprehensive community-centered political declarations in recent memory.
A Leader Rooted in Service and Integrity
Born on November 27, 1987, in Buwanyanga Sub-county to Mr. Abilamu Wepukhulu and Mrs. Connie Neumbe Wepukhulu, Biara hails from the Bamukoya, Babulo, and Basukuya clans. His educational journey from Buyaga Primary School to earning a Master of Science in Forestry from Makerere University—coupled with a Postgraduate Diploma in Project Planning and Management from Uganda Management Institute—speaks volumes of his academic excellence and technical competence.
Currently a PhD candidate in Environment and Natural Resources at Makerere University, Biara resigned from his public service role as Regional Wetlands Coordinator in the Ministry of Water and Environment in May 2025 to fully dedicate himself to serving the people of Bulambuli.
A People-Focused Agenda
At the heart of his manifesto is a 14-point plan addressing critical issues ranging from education, agriculture, and health, to infrastructure, youth empowerment, and climate resilience.
1. Bold Representation
Biara pledged to be a fearless advocate for Bulambuli in Parliament, stating: “Bulambuli needs a loud and clear voice in the August House. I am that voice for the voiceless.”
2. Education Empowerment
He highlighted ongoing support for 29 students in secondary schools and the distribution of over 50,000 mathematical sets to P.7 candidates in the last five years. He also promised to lobby for improved school infrastructure and teacher welfare.
3. Agriculture & Value Addition
Biara emphasized the promotion of modern farming methods, irrigation systems, and value addition for major crops like coffee, bananas, maize, and tomatoes. He vowed to link farmers to national and regional markets.
4. Cattle Restocking
He committed to lobbying for Bulambuli’s inclusion in the national cattle restocking program, akin to efforts in the Teso, Acholi, and Lango sub-regions.
5. Health Sector Reforms
The manifesto calls for upgrading Muyembe Health Centre IV to a General Hospital, alongside increasing medical staffing and improving drug supply chains.
6. Road and Transport Infrastructure
Key roads slated for lobbying and tarmacking include:

He also pledged to champion the construction of a permanent bridge connecting Bulambuli to Bukedea District to bolster trade and emergency access.
7. Youth & Women Empowerment
Biara promised to establish Youth SACCOs, skill centres, and seed capital programs for women, while enhancing mentorship and inclusive leadership programs.
8. Sports & Talent Development
Through the Biara Independence Cup and other initiatives, he intends to promote sports and nurture local talent, building bridges to national and professional platforms.
9. Industrialization & Job Creation
Among his flagship projects are proposals to lobby for a cement factory in Greater Bunambutye and a high-tech maize and tomato processing plant in Bulambuli. These factories are expected to generate employment and reduce post-harvest losses.
10. Clean and Safe Water
Having already repaired over 150 boreholes in two years, Biara reiterated his commitment to achieving universal access to clean water.
11. Environmental Conservation & Climate Action
Known for his environmental work, Biara has distributed over 500,000 tree seedlings, including mahogany, mvule, grevillea, and terminalia species. He promised to expand tree planting and advocate for wetland restoration to mitigate climate impacts.
12. Flood Control and Disaster Preparedness
Biara highlighted ongoing efforts to combat flooding in Bulambuli through improved drainage, wetland protection, and early warning systems. “Floods should not be a death sentence. Together, we can protect lives and livelihoods,” he remarked.
13. Hands-On, Consultative Leadership
He pledged to hold annual meetings in every sub-county, run both physical and WhatsApp constituency offices, and establish community feedback structures for accountability and transparency.

The manifesto will be anchored on the government and NRM manifesto to ensure collaborative implementation and access to national programs.
